Comprehensive Plan Update 2025-2027
The Comprehensive Plan for the City and County is being updated. It is standard practice to review and update the plan every 10 years. Updating the plan ensures that it accurately reflects factors affecting future community land-use and growth.

Purpose
Comprehensive planning is a process of determining community goals and priorities in terms of land use development. Such planning addresses issues of transportation, capital facilities, utilities, land use, economic development, rural lands, parks and recreation, and housing.
A Comprehensive Plan is the resulting document that guides long-range land use and development regulations based on those determined priorities. It becomes the centerpiece of local planning by articulating the goals, objectives, policies, actions and standards that are intended to guide day-to-day decisions by elected officials and government staff.
The Washington State Growth Management Act (GMA), adopted in 1990, lists both mandatory and optional Comprehensive Plan Elements.

Local Comprehensive Planning
Garfield County and the City of Pomeroy together in accordance with Section 36.70A.70 of the Growth Management Act, prepared the comprehensive plan to address growth issues in the City of Pomeroy and the adjacent urban growth area and withing Garfield County. If represents the community's policy plan for growth over the next 20 years. The City of Pomeroy and Garfield County are closely united in their history as well as their goals for the future. Therefore, the community's elected officials sought to combine both the city's and county's comprehensive plans into one document.
