Since the passage of SB5459 concerning requests for records containing election information, the state becomes the official source of data from VoteWA.
Request a Garfield County voter list:
https://www.sos.wa.gov/washington-voter-registration-database-extract - Select Garfield County from the drop-down menu. Any sorting by district, precinct, etc. is the responsibility of the requester.

Matchback requests:
A matchback report includes a list of voters in a current election that have returned a ballot. The file contains the same information as a voter data request but will also include: a list of ballots received, accepted, or challenged.
Matchback data is available for download for free online at: https://www.sos.wa.gov/elections/data-research/election-data-and-maps/reports-data-and-statistics through The Office of the Secretary of State, Elections Division.
